If you have a problem or requirement, a good place to start is to contact us to discuss the NSC, use of the Spectrum Forward OTA, and any initial questions you might have.

At a high level, here is how the process works:

Step 1: Define or refine your requirement

  • Confirm your problem fits within the scope of the OTA (check with Government Program Manager, usually 1-2 days)
  • Work with Contracting Office to draft Statement of Objectives/Statement of Work
  • Conduct Industry Day discussions with NSC membership

Step 2: Work with Contracting Office to release Request for Prototype Proposals

Step 3: Receive proposals from NSC member teams (can also include non-members are subcontractors)

Step 4: Evaluate proposals/Conduct source selection

Step 5: Negotiate final award agreements

Step 6: Oversee execution

Requirements are competed to the entire membership. If the consortium does not include organizations you are interested in reaching, the consortium will recruit them.
